I hope that 2008 has started off well for you. And for those of you living in the frigid north, you won't be envious of me when you learn that I am actually in Michigan right now and will be for a while longer, assisting my elderly parents in transitioning from their home to an assisted-living facility. I have not been in cold weather for a very long time and am finding it NOT to my liking!

Tilaran will be awash Feb. 15-22 with people celebrating environmental and personal health by means of World Wetlands Day and the 17th Annual two-day bike ride around the lake known as the Vuelta al Lago. The estimated 3,000 bikers and their supporters overflowed with their reservations the hotel capacity at the west end of the lake two weeks ago, making sure they’d have a place to sleep before the 9 am start of the 137-kilometer recreational ride on Saturday, Feb. 16.
The events for World Wetlands Day, which is supposed to celebrate the Feb. 2, 1971, signing of the Convention on Wetlands in Ramsur, Iran, start on Monday, Feb. 11, with conferences on environmental management in the small communities around the lake. As the week progresses, Tilaran will be the site of larger meetings and various activities in pursuit of the 1971 Convention’s mission, “The conservation and wise use of all wetlands through local, regional, and national actions and international cooperation as a contribution toward achieving sustainable development throughout the world.” Costa Rica has 11 wetlands listed with the worldwide Convention on Wetlands, one of them our area’s Cuenca Embalse Arenal. The motto this year is "Healthy Wetlands, Healthy People" ("Humedales Sanos, Gente Sana").
Friday through Sunday, the World Wetlands Day activities will include a fair and art exhibit in Tilaran’s central park, a street parade around the park at 5 pm on Friday, followed by a Pena Cultural music concert at 6:30 pm in the central park, together with a Malekos Rain Dance Show and other dancing. The fair will continue Saturday and Sunday even amidst the commotion of the bike race start and finish.
These healthy bikers will not be destroying any wetlands if they stay on course, but they will definitely get wet fording the Cano Negro River, the largest river entering the lake, just before El Castillo, which is at the foot of the Arenal Volcano. Anyone may enter the “Vuelta,” including children with signed parental permission. Day of race registration is 5,000 colones, preregistration 4,500. For that you get, at El Castillo, site of Sunday’s 9 am restart, a garden garbage bag with bedding and supplies to help you through the night if you have not reserved a room in one of the nearly 100 hotels in the popular volcano area. The Biblioteca Para Todos (Library for Everyone) will be opening in Nuevo Arenal on February 11, 2008, next to the Lava Java Cafe, 100 meters from the gasoline station on the road to La Fortuna, according to library organizers Ed and Leslie Wood. Their first library project, under the auspices of the Ladies of the Lake, opened in Tilaran in May of 2007. Wrote Ed, " We are always looking for donations of books in Spanish, time and money. The libraries are entirely supported by gifts and donations. We currently have two Tico librarians on staff and need funds to continue paying them. Any help is welcome." What major red tape do you need to go through to buy property in Costa Rica? What are the property taxes - the prices seem wonderful; I'm just curious about remodleing and the access top materials to remodel....

Sorry to take so long with my reply. I've been traveling and have just recently returned to work. As for red tape in Costa Rica, well, there is some but we also have an online registry here known as the Registro Nacional where you can (and should) have your realtor and your attorney research any property that you are considering before you close on the sale. The Registro Nacional will show mortgages, liens, ownership, size of the property, etc. As to the property taxes, they are very low, 1/4 of one percent. And remodeling is not a problem except that you must be patient with your scheduling because all remodelers here are constantly busy. I hope this answers your questions and please check back soon. It is located near the Arenal Volcano and the Monteverde cloud forest.
